Hyrum won’t lease water rights to CV Ranch

HYRUM–The City Council denied leasing water rights, which the city bought as part of the 40-year master plan, to CV Ranch, based on a recommendation by Bob Fotheringham.

Councilman Craig Rasmussen said that the culinary water rights bought by Hyrum city should be kept within the city, and not leased to CV Ranch, and made the motion to deny. The motion passed on a 7-1 vote.

In other business, residents Doug Bingham and Denae Pruden asked for home occupation licenses. Bingham asked for a home occupation license for his road grading business, which he said would remain small.

City Administrator Brent Jensen said Bingham’s equipment needed to stay in his yard on his property, and should not stick out into the road at all.

“My equipment won’t be at my house often, it will usually be on a job site,” he said. Bingham said he would not go for a big company, and if he did he would come back to the council for permission. The council approved the license unanimously.

Pruden asked the council for a home occupation permit to open a preschool in her home.

Mayor Dean Howard asked Pruden if she met state licensing requirements, and Pruden said she had checked in with all the requirements for the state, and is working on meeting them. “I have been working on continuing education at Utah State University, and making state requirements for a license.”

Pruden said she hoped to have about 10 students at her preschool, for two sessions of two and a half hours each, and that congestion shouldn’t be a problem. “I measured my driveway and I have enough room for eight cars or so,” she said. “My driveway is 90 ft. long by 20 ft. wide, which includes the easement.”

The council approved the license unanimously.

Aaron Wiser asked for a one year extension for the recording of the final plat of the Blacksmith Village subdivision, and to separate the first plat into two phases. Wiser said the subdivision couldn’t sell what they wanted to at the current time, and that they needed to take it slower.

Howard said he understood that he needed more time, and that the council should work with him. “The way the current climate is, this is a hard time for people, and we need to work with them as much as we can,” he said.

During council reports, Paul James said sign-ups for youth activities are now online, and going well. He said sign-up costs have been raised to cover online expenses, but families with multiple children playing in the games will get a 10 percent discount.

Councilwoman Stephanie Miller said preparations for Hyrum’s sesquicentennial celebration were coming together, and that it would be April 10 at 7 p.m. at Mountain Crest High School.

One of the songs that will be sung at the celebration is “Blessed Canyon Home” by Jay Richards. “The song is now written for a two part harmony, and we’ve asked if he can make it four parts. He may even be able to come,” Miller said.

The keynote speaker of the celebration will by Hyrum Smith, one of the founders of Franklin Covey. The event is free, and all are welcome, Miller said.
