North Logan suspects metering of sewage flow is wrong, will pay for test to check

NORTH LOGAN – Sunrise Engineering will conduct a $5,000 flow test following a suspicious measurement of sewage output in North Logan, says City Administrator Jeff Jorgensen. The Logan city measurement indicated that North Logan is putting a lot more water through the sewage lines than the city is using.
“We suspect that (the measurement) is wrong and this kind of indicates that it is wrong,” Jorgensen told the City Council Wednesday. Over the next month, Sunrise Engineering will conduct the flow test along 2500 North St., he said.
Jorgensen said the same situation arose about 15 years ago and Logan credited North Logan for the overcharges.
“It’s going to basically collect everything and get some better measurements and take that to Logan city and say, ‘You’re all messed up. Redo your calculations and credit us back,’” he said.
Councilwoman Elaine Nelson suggested that the test be done more often than every 15 years. Jorgensen said he suspects North Logan’s meter is bad and may need to be changed.
Jorgensen also gave North Logan’s monthly financial report Wednesday night. He said sales taxes are a little above target, however, the target was more conservative than previous years. Property taxes are way above target, but it’s nothing to be “overly exuberant” about, he said. North Logan will get a little more than last year, but not a lot. Jorgensen said energy use and court fines are right on target, while building permits, class C road funds, metered water sales, sewer payments and the total of city finances are all above target.
In other business, the council passed an ordinance that changes the standard forms for utility accounts and establishes a new type of utility account for customers who have solid waste collection services only. They passed a resolution that adjusts the master fee schedule to accommodate this new type of account, too.
