N. Logan planning commission working on RV parking permits

NORTH LOGAN—The Planning Commission is currently developing an ordinance that will allow recreational vehicle parks to be opened in North Logan with a conditional use permit.

The first “very rough draft” of the ordinance authorizes the development of recreational vehicle parks in general commercial zones and mixed commercial zones, but goes on to stipulate that proposals will be “reviewed for harmony with adjoining properties.” This stipulation addresses the major concern of Planning Commission Chair Mark Hancey, who said his priority is design compatibility in the community.

Commissioner Geri Christensen said “up-keep” is her primary interest. While the draft ordinance details landscape and structural guidelines, it fails to contain any conditions on maintenance.

Community Development Director Cordell Batt said a required maintenance period of five years or 10 years is a common condition; however, cost of enforcement then becomes an issue.

Vice Chairman Glen Hansen noted that the draft ordinance allows for the property owner or manager to reside on-site, and questioned whether this is something that should be allowed. Hansen said an on-site office with opening and closing hours may be more appropriate.

Hancey said the ordinance will be on the agenda for future planning commission meetings once staff recommendations have been collected and further ordinance research has been conducted. Hancey said it is likely that the six-page document will be condensed due to the “over specification” of landscape and structural guidelines. He said instead of outlining these conditions, the ordinance could refer to city codes already in place.
